As of 2001 governments regulations require that any person seeking to purchase firearms, receive it as a gift, are trading firearms, and/or inherit a firearm must have a valid Possession Acquisition Firearms Licence (PAL). This will also allow you to;
Own a Firearm,
Carry a Firearm,
Purchase Ammunition,
Obtain an authorization to transport.
In Canada, there are three (3) different classes of firearms: Restricted, Non-Restricted, and Prohibited. In order to possess and register a firearm and to obtain ammunition you need to hold a valid license known as the Possession Acquisition Firearms License (PAL).
Any of the licences listed above will allow you to possess a firearm and obtain ammunition in Canada. Only the Possession and Acquisition Licence will allow you to acquire or permanently import a firearm.
In order to acquire a Possession Acquisition Firearms Licence you must successfully complete a Canadian Firearms Safety Course and Test. Upon the completion of the CFSC (Non-Restricted Course & Test) you then have the option to complete the Canadian Restricted Firearms Safety Course and Test.
Without a Possession Acquisition Firearms Licence, an individual will not be able to purchase ammunition.
The Canadian Firearms Safety Course and/or Canadian Restricted Firearms Safety Course are a basic firearms safety course. It is designed to give the student overall background information about safe firearms handling and familiarity with the laws and procedures regarding firearms ownership in Canada.
